If George Bush has a strong lock on the 2004 presidential election, then
the place for possible change is the Congress. With a one seat Republican lead
in the Senate, a six-seat Republican lead in the House of Representatives, and
rumblings of complaint about some of President Bush's policies and judicial
nominees, this will be a fascinating time to study Congress. The course
will focus on two aspects of Congress: first, the nuts and bolts of the
institution and how it works; second, the personalities and politics and special
interests which dominate congressional policy making.
